Developed jointly by ACP, the Association of Fish and Wildlife Agencies (AFWA), and the Energy and Wildlife Action Coalition (EWAC), the first-ever National Utility-Scale Solar Wildlife Guidelines represent an unprecedented collaboration among industry leaders and state fish and wildlife agencies to advance responsible utility-scale, ground-mounted PV solar development across the country.

The voluntary guidelines reflect a shared commitment to improving outcomes for both energy development and wildlife conservation and are intended to promote early engagement, informed decision-making, and collaborative problem-solving among solar developers and state fish and wildlife agencies. They cover PV solar project planning through operations and decommissioning, and provide a framework for identifying, avoiding, and reducing potential impacts on wildlife while supporting responsible solar energy development.

As U.S. energy demand continues to grow, we need more energy, and we need it fast. Luckily, clean power projects are ready to meet this growing need, on the timescales that new technologies need. ACP Research team’s newest Speed to Market analysis shows how clean power projects are faster to both build and connect to the grid, enabling future load growth without relying on costlier thermal units or putting upward pressure on system-wide prices.

The difference is clear:

  • Faster to build: Âé¶ą´«Ă˝ projects spent an average of less than a year in development last year, while gas turbines spent two to three years in advanced development and construction.
  • Faster to connect: Due to its robust project pipeline, clean power projects take six monthsĚýto two years to connect to the grid, whereas unplanned gas generators can take an average of five to seven years.

Clean energy is keeping our country’s grid stronger and less reliant on slower, costlier sources of energy. To quickly and affordably meet future energy needs, we need to leverage the speed and low cost of clean energy projects.

The ballot initiative streamlines the 55-year-old California Environmental Quality Act, shaving an estimated three to seven years from development timelines without sacrificing environmental protections.Ěý

For clean energy, the initiative:

  • Sets enforceable timelines for public agencies to complete environmental reviews and issue decisions under the law, addressing delays that eat up years today.
  • Sets timelines for judicial review, helping prevent common abuses of CEQA lawsuits to slow projects.
  • Eliminates requirements for project developers to evaluate an unlimited number of alternatives to any proposed project, requiring analysis instead of just one alternative and a “no project” scenario.
  • Creates objective standards of review, providing that project challenges must be based on written standards such as local ordinances, environmental laws or zoning standards.

The reforms in the initiative, which has qualified to appear on the November ballot, will cut down on bureaucratic delays and help ensure California’s landmark environmental law stays true to its original purpose.
